
The Office of Financial Regulation is responsible for the development and/or supervision of specific aspects of the foreclosure process involving residential property and receives particular notifications and registrations connected to the foreclosure process. Specifically, the Office promotes regulations concerning the forms, series of documents, and certain procedures to be utilized as part of the foreclosure process, consisting of, but not restricted to:
- the format and content of the Notice of Intent to Foreclose, the design template loss mitigation application, the initial loss mitigation affidavit, the final loss mitigation affidavit, the notice to accompany the order to docket;
- the fee, notification, application and guidelines for prefile mediation, and a mediation list that describes the matters that will be evaluated and thought about in a prefile mediation; and
- the request form for postfile mediation, the files and details to be offered by each celebration to the mediation, and a mediation list that describes the matters that will be evaluated and considered in a postfile mediation

.18. Foreclosure Notices and Registrations
The Office administers Maryland's Foreclosure Registration System, a web-based application for submission of the foreclosure-related notices and registrations that are mandated by Maryland law. Specifically, the system enables authorized users to send and/or browse the following foreclosure-related notifications and registrations:
- The Notice of Intent to Foreclose is a warning notification to the property owner that a foreclosure action could be filed versus them in court. It should be sent out by certified and first-class mail to the house owner no less than 45 days before a foreclosure action may be submitted in court. Pursuant to Maryland law and policy, a copy of the Notice of Intent to Foreclose must be electronically submitted to the Commissioner through the Foreclosure Registration System within 5 service days of sending by mail a Notice of Intent to Foreclose. The Commissioner does not accept submissions in any other way. Filing a copy of the Notice of Intent to Foreclosure with the Commissioner should be achieved before a party is licensed to file an action to foreclose a mortgage or deed of trust on house. Failure to abide by this requirement will subject a violator to the enforcement jurisdiction of the Commissioner. Refer to Md. Code Ann., Real Prop. § 7-105.1(c)and COMAR 09.03.12.02.- The Notice of Foreclosure supplies specific information regarding home topic to a foreclosure and should be filed within 7 days of the filing of an order to docket or a problem to foreclose a mortgage or deed of trust on the home. 7-105.2.-The Foreclosed Residential or commercial property Registration is planned to track owner contact details for foreclosed residential or commercial properties between the date of the foreclosure sale and recordation of the deed moving the residential or commercial property to the brand-new owner. The Foreclosed Residential or commercial property Registration consists of contact info for the buyer, the party responsible for upkeep of the residential or commercial property, and the entity authorized to accept legal service on behalf of the purchaser, in addition to other relevant details such as whether the residential or commercial property is understood to be inhabited, the date of the sale, and the date of court ratification. This details is intended, in part, to allow city governments to resolve issues connected to the residential or commercial property, such as code enforcement, annoyance reduction, residential or commercial property maintenance, law enforcement, public safety, public health, emergency services (fire, EMS), to notify public policy (i.e. information collection to determine trends, develop policy actions, and so on), and to aid in the collection of relevant taxes. Within 1 month after a foreclosure sale of home, a foreclosure purchaser will send a Preliminary Registration ($50 filing fee if timely/$100 filing fee if late) and within one month after a deed moving title to the domestic property has been taped, the foreclosure purchaser will send a Last Registration (no filing charge). .14. After Initial Registration, and within 21 organization days of a modification, a foreclosure buyer must update its registration with any change in 1) the name and address of the person, consisting of an alternative purchaser, who is licensed to accept legal service for the foreclosure buyer, 2) if understood, the occupancy/vacancy status of the residential or commercial property, 3) the name, telephone number, and street address of the individual who is accountable for the maintenance of the residential or commercial property, and 4) the status of whether the foreclosure purchaser has possession of the residential or commercial property.
NOTE: Specific notification and registration details in the Foreclosure Registration System is generally private and is not public information. Maryland State and City government Officials might be authorized in their official capability to view Notices of Foreclosure or Foreclosed Residential Or Commercial Property Registrations (for their respective jurisdictions only) by establishing a Government User account in the Foreclosure Registration System. Additionally, a house owner's association or condominium in which a residential or commercial property in questions is situated, or a person who owns residential or commercial property on the same block as a residential or commercial property in question, might ask for from OFR or local jurisdiction particular info associated to a Notice of Foreclosure or Foreclosed Residential Or Commercial Property Registration. Except as noted above, OFR is forbidden from providing information concerning specific residential or commercial properties to the general public. System users aside from State and city government authorities just have access to those notices and registrations that they have submitted. The Office is not permitted to offer lists of foreclosed residential or commercial properties to the public.
